I don't think J-music is deliberately made inaccessible to foreigners. It's apathy and in a global sense not unique to Japan. For most countries, global distribution is not a high priority since most non-English music has little global appeal, due to the natural language and cultural barrier. It's not necessarily an attribute unique to Japanese music. I've been watching local streaming charts for various countries, and I frequently come across music not available in my country (the US). For example, take Germany. They have the **3rd** largest recorded music market in the world (very similar to how Japan is 2nd).
