Amazing lyrical hip hop is still being constantly produced, you just need to look harder because it's not the most mainstream thing anymore. It's not my personal cup of tea so I can't redirect you perfectly (I *love* the sing rapping) but Denzel Curry, YBN Cordae and Joey Bada$$ are trying to put a modern take on lyrical 2000s rap. I'm only 20 and i'm starting to get left behind by the scene because I like the party trap but also the melodic minimalist trap/cloud rap from the 2013-17 era. But instead of shitting on DaBaby and Lil Durk and whoever is suddenly is suddenly big now as the normal trap i'm used to fell off, I stick to what I like and branch out from there. I found this German dude who has the same inspirations as me (his musical style is a direct result of people I also am inspired by like Travis Scott and Yung Lean) and all of a sudden i'm part of an alternative hip hop scene doing my thing (and starting to make my own music!) instead of being a dusty oldhead complaining lol.
