I'd add Natalie Merchant, Liz Phair, Sophie Hawkins, Fiona Apple, Natalie Imbruglia, Tori Amos, Shawn Colvin, Sinéad O'Connor, Tracey Chapman, Aimee Mann, Donna Lewis, Ani Defranco, Jewel, Sheryl Crow, Leanne Rimes (before she went full-pop), KT Tunstall, Nelly Furtado, Natasha Bedingfield and even groups like The Cranberries, The Corrs, Wilson Phillips, The Cardigans and 4 Non Blondes to your list. The 1990's were a fertile period for a very particular aesthetic of folksy female café singer-songwriters with plaintive, introspective lyrics and minimal production. Back then, the coffeeshops of NYC, San Francisco, Portland, Seattle and Cambridge/Boston were brimming with chanteuses who fit into that mold. While that scene has been largely-forgotten, I think that it's due for a contemporary critical reevaluation. There are some definite gems in the genre that warrant a second look.
